The state government's travel restrictions prevent international seamarers from taking

Now that's made it impossible for many of them to get vaccinated against COVID.
Emily Vissner reports from Port Victoria.
Inside the security protected gates at the Port of Portland in Victoria's south west,
a ship is loaded with wheat grain, bound for export to Pakistan.
This port is a critical supply chain hub, with around 350 vessels coming through every year.
And with those ships, come thousands of sailors who work on the port.
Seafares are very essential and I don't think the general public understands.
Not even 5% of all trade is done by a seafarer.
Most are at sea on high-health contracts, and under Australia's COVID travel restrictions,
when they reach port here, they're not allowed beyond the ship's gangway.
