Al'akir warriors on a roadside, harassing a random Redguard woman.
The two soldiers will press the girl, arguing that she's a fugitive and a criminal, before
eventually realizing that they're harassing the wrong person, apologizing and just walking
off.
If you approach any of the Al'akir soldiers, you can ask what that whole incident was about.
They'll explain that they're authorities from the faraway province of Hammerfell.
They're currently searching for a mysterious woman who allegedly sold out...
